  17. <p>    Party stewards counted the votes once, then tallied them
  18. three more times. When the result was finally announced to the
  19. 544 Deputies in the hushed Parliament last week, the reason for
  20. all the counting became clear. General Wojciech Jaruzelski, the
  21. leader of Poland's Communist Party, had won the country's
  22. presidency with just a single vote to spare.
  23. </p>
  24. <p>    As the nation's first elected President since 1952,
  25. Jaruzelski called on the contingent of opposition Solidarity
  26. Deputies to share responsibility by joining the Communist Party
  27. in a coalition government. But first he must get his own allies
  28. in line. Without a rival candidate, Jaruzelski required only a
  29. simple majority to be elected, a sure thing if all 299 Deputies
  30. belonging to the Communist coalition threw their weight behind
  31. him. The final count showed that eleven Communist alliance
  32. Deputies had broken ranks and that the general owed his election
  33. to maneuvering by a handful of Solidarity deputies.
